Funding Information

The Homeless Coalition of Northeast Alabama (HCNEA), as the lead agency for the Northeast Alabama Continuum of Care, is responsible for coordinating local homelessness planning efforts and preparing the community’s annual funding application to the U.S. Department of Housing and Urban Development (HUD). This process brings critical federal resources into the region to support emergency shelter, transitional housing, permanent supportive housing, rapid re-housing programs, and essential supportive services for individuals and families experiencing homelessness.

In addition to managing the annual HUD Continuum of Care application, HCNEA works with partner agencies to ensure funds are used effectively, programs meet federal requirements, and local strategies align with the community’s goal of reducing and ultimately ending homelessness. CoC Funding

Continuum of Care (CoC) funding is a competitive federal funding program administered by the U.S. Department of Housing and Urban Development (HUD) to support community-wide efforts to end homelessness. The Homeless Coalition of Northeast Alabama (HCNEA), as the lead agency for the Northeast Alabama Continuum of Care, coordinates the local planning process, evaluates project applications, and submits the region’s annual CoC funding application. These funds support permanent supportive housing, rapid re-housing, coordinated entry, HMIS operations, and other evidence-based programs designed to move individuals and families experiencing homelessness into stable housing as quickly as possible. HCNEA also works with funded providers throughout the year to monitor performance, ensure compliance with federal requirements, and promote best practices that strengthen housing outcomes.

ESG Funding

The Emergency Solutions Grant (ESG) program provides funding to assist individuals and families who are experiencing homelessness or at immediate risk of becoming homeless. ESG funds may be used for street outreach, emergency shelter operations, homelessness prevention, rapid re-housing assistance, and related supportive services. Within Northeast Alabama, HCNEA collaborates with local governments and service providers to help coordinate ESG-funded activities, support community planning, and align ESG investments with the region’s broader homelessness response system. This coordination helps ensure that emergency assistance, prevention resources, and housing programs work together effectively to reduce homelessness and stabilize vulnerable households.
